Balanced Migration report
Balanced Migration: a new approach to controlling immigration was produced by Migraionwatch, and introduced by Frank Field MP and Nicholas Soames MP in September 2008. The report is based on a simple principle: that the number of immigrants who are given permission to settle permanently in this country should be kept to approximately the same level as the number of British citizens who are emigrating.
